欧盟已经实施一套制度，以保护消费者与工作者的健康，商品的状态与环境。在这套新制度之下，欧盟与一些欧洲自由贸易协会的国家，制定了EC指令。以确保产品符合安全和品质的标准。

当一个产品同时受多个指令覆盖时，该产品只有在全部符合有关指令的规定后，才能加贴CE标志。例如：若对一个节能灯仅做安全检查（低电压测试），则不构成使用CE标志的充分条件，只有在低电压指令和电磁兼容指令同时满足后才能施加CE标志。
